This is a good bonus, but not worth using over Scalding Brew in Mythic+ or add fights if you have the 4-piece Tier Set bonus. Fight length and burst requirements can affect its value. The 5 extra seconds is a good bonus, and adds on to the strongest part of your burst damage window. The Mastery bonus is small, but everything counts. Makes Weapons of Order last 5 seconds longer and grants a small increase to Mastery while active. Because of Scalding Brew's synergy with tier set bonuses, you should not use this once you have the 4-piece tier set bonus. More primary stat is good, and this provides a decent amount of it on relatively high uptime (~50%).

It's not as consistent as buffing Keg Smash's damage, but it is by far the strongest all-around choice over the course of a raid fight or a Mythic+ run. Invoke Niuzao, the Black Ox is a decent all-around cooldown, and this Conduit increases his main damaging skill by a decent amount, and reduces his average cooldown by 30-40 seconds, which is very significant. It's also not very good prior to unlocking the 4-piece bonus, so do not use it unless you have the 4-piece bonus. It's still a slightly annoying bonus to use compared to most others, as it requires some playstyle alteration.
When combined with that bonus, this Conduit adds not just damage, but healing and max health, as well.
